Meeting Agenda

MINUTES FOR N.H.B.F. MEETING HELD 6/27/06

Meeting called to order at 7:06 PM

Read/Motion to Accept Agenda (See Appendix A): - agenda was accepted

Roll call: Clubs not present included, Back Bay, Bass Hookers, Clearwater, and Breakaway Bass

OFFICERS REPORTS:

Secretaries’ report:
• The May 2006 minutes, by Dennis Watson & David Duffy were presented and accepted as is with exception for one edit, in the Spring Open section, there was 64 teams present, not 72 teams, and 60 of the teams paid entry fees. (See Appendix B)

Treasurers’ report:
• The June 2006 Treasurers report, by Dave Duffy was presented and accepted as is. (See Appendix C)
• A Year to Date 2006 Financial Reports were also submitted for reference.
• Need information on any outstanding bills paid directly by Rob, that haven’t been submitted for reimbursement. It’s imperative that requests for reimbursements are submitted timely, (within 30 days) and needs to be accompanied by receipts.
• Dick Smith asked about the three checks that hadn’t cleared yet. Dave explained that they haven’t been cashed. He put a stop payment on all three and would be reissuing new checks.
• Need information on what the $42.07 debit at Wal-Mart was for on 5/1 that was charged to the State Team account. This item is currently classified in unclassified in the Profit & Loss Statement.

Vice President's report:
• Dave talked about being very busy support both the Secretary and Treasurers position, as well as handling the membership issues with BASS, and TBF, and picking up the slack to keep things moving in the federation. Things are not getting addressed as timely as they should with just one person doing the brunt of the work.

President’s report:
• Rob thanked Dave Duffy for all the work that he has been managing since the splitting of our federation into two separate organizations.
• Rob talked about the need to work towards handing the Secretary duties & Treasurer duties off to the respective BOD members. There has been issues’ with Dennis not having the necessary Software on his computer to prepare the minutes. (Microsoft Word) Karl doesn’t have signature authority for the checking accounts, Rob to address this issue at the bank with Karl. Rob has had some issues with trying to get the notebook computer fixed so that Dave Duffy can load Quickbooks on the laptop so that Karl can assume the Treasury duties. Need to get BOD back into order so that Minutes can be timely update on the website within one week after the meeting.
• Brian Provencher was thrown from his boat on Ossippee Lake, when he hit some turbulent boat wakes on an angle. He’s doing OK, but won’t be at the summer open. We wish him a speedy recover.
• Rob needs feedback from the clubs if they want Patch’s and Decals with the new TBF / FLW logo specific to New Hampshire. Patch’s are $1.95 each in lot of 100, and Decal costs were not known. These can be purchased by the Federation through the Florida Federation President.
• WHAB Radio Station to hold their 2nd Annual Open tournament on Milton 3 Ponds on 7/22. Rob offered support to help organize and guide them in conducting this event. Rob’s also looking for volunteers to help organize / operate and support the Weigh in.
• Federation Nation BOD meeting didn’t happen. Rob has talked with them via email. Will follow up later.
• Reimbursements from Rob have not been submitted to the Treasurer yet for the past several months.
• FLW Cup – End of July 31 – Aug 3rd. Presidents meetings and Youth Director Meetings planned during the event. We won’t have a representative for these meeting from NH. Junior Angler World Championship also being conducted at the event in Alabama.

Youth Directors report:
• Ray Meyer noted that NH doesn’t have any kids scheduled to participate in the Junior Angler World Championship. We will need to work this into the schedule for 2007 participation. Ray will not be attending the Youth Director meetings in Alabama.
• Clubs were informed who don’t have a youth event completed or scheduled for this year.
• Monadnock is hosting the NH Junior Bassmasters Highland Lake event on July 23rd.

Legislative & Conservation Director, PVA Director, Tournament Director, State Team Rep, Committee Rep reports / updates:
• PVA Director Chris Cote – Chris was asked to step down from his position as NEPVA Director by the NEPVA Board of Directors. The reason for the dismissal wasn’t disclosed by the NEPVA BOD. Chris thanked everyone for all the support that they have provided him in making the NH PVA event a very successful and blossoming event. Dave Duffy thanked Chris for all his efforts and commented that this was a tragic sequence of events. Chris has done such a great job in building the NH PVA event, and making it what it is today. How the NE PVA BOD can make a decision to let Chris go without understanding all the work that he has done to build this event is very tragic. Unfortunately the one’s that will ultimately lose if the NH PVA event struggles is the Vets, not the NEPVA BOD who in my opinion made a grave error in judgment.
• Legislative Director Dick Smith – Legislative session is closed so all is quite for the time being on this front.
• Conservation Director Dick Smith – Dick talked about the access issues on Winnie. The access in Merideth has restriction on parking trucks and trailers over certain lengths. It’s unfortunate but the towns can really do what they want at their access locations. The Yatch Club / Marina on Long Island used public land for their facility at Horrillas Public Launch. State working to make changes on Long Island at that facility. Try and work out a land swap deal. Dick also talked about Lake Sunapee, the Smallmouth are coming back, no public access – still need to push for access. Lake Sunapee Protective Association & Town of Newbury working aggressively to control what happens in and around Lake Sunapee.

OLD BUSINESS:

• Summer Open:
The Summer Open is on Connecticut River – Hinsdale Section on July 9th at Norms Marina. Original State Team needs to work the event. Fliers were available for the Summer Open at the meeting. Launch fee is $10. Also State Team members need to fill out Divisional registration forms.

• State Teams:
There are two divisionals this year for our state team to participate in TBF/FLW Divisional and B.A.S.S. Divisional. The original state team has the option to choose to fish one or both Divisionals. They will only be compensated for participating in one Divisional. Those that chose to do both will have to pay their own way for one. Those who have decided to fish only one will have their slot filled by going down the STQT qualifier standings from last year in order to fill the two 12 man state teams. Those substitute state team members will have to pay their own way if they choose to participate. The TBF/FLW team will be supported by Ranger Shirts, Jackets, and by Minn Kota. The BASS Team would be supported by Triton / Mercury Clothes.

• Constitution & Bylaws:
The committee to update the Constitution and Bylaws as a result of the change in affiliation from BASS to TBF/FLW has been established. The members consist of David Duffy, Dick Smith, Gary Woodrum, Bob Windslow, Marc Hamel, and Dave Andrews. A schedule for completion will be published when the project kicks off. The plan is to have the volunteers each take a piece of the current constitution and provide edits / changes. Then each volunteer would provide their changes to the next person in the chain, and so on until each person had an opportunity to provided feedback / changes on each article of the constitution. The suggested changes would be incorporated into an updated draft constitution, which would be presented to the representatives for feedback, discussion, final edits, and ratification of a new constitution. It’s estimated that this process will take about 3 months time to happen.

NEW BUSINESS:
• NH BASS Federation Nation Request / Update: Rob talked with representatives form BASS Nation via email. Rob offered $1,000 donation to BASS Nation for discussion purposes. Rob explained that he needed the NH Bass Federation to approve this proposal. Rob asked that the representatives bring back the $1,000 donation proposal to their clubs to discuss at the July meeting. The vote for this would be conducted at the August meeting.

ADDITIONAL ITEMS:

• Club VS Club: Granite State has the responsibility to for the next Club VS Club, since they are the current champions.
• STQT Rosters: Time is fast approaching for this years STQT on Ossippe, we need to address when rosters and dues are due. Rob to look at our constitution to confirm due dates and post message on message board.
• STQT Rule Changes: STQT Rule changes should be presented at the July meeting, and discussed and voted on at the August meeting.
