2006 May Minutes Meeting Agenda MINUTES FOR N.H.B.F. MEETING HELD 5/23/06 Meeting called to order at 7:08 PM Read/Motion to Accept Agenda (See Appendix A): - agenda was accepted Roll call: Clubs not present included, Bass Hookers, Bubba Bassin, Clearwater, Contoocook, Manchester Bass, and White Mountain Bass OFFICERS REPORTS: Secretaries' report: The April 2006 minutes, by Dennis Watson & David Duffy were presented and accepted as is. (See Appendix B) Treasurers' report: The May 2006 Treasurers report, by Dave Duffy was presented and accepted as is. (See Appendix C) A Year to Date 2006 Financial Reports were also submitted for reference. Need information on any outstanding bills paid directly by Rob, that haven't been submitted for reimbursement. It's imperative that requests for reimbursements are submitted timely, (within 30 days) and needs to be accompanied by receipts. Vice President's report: Dave recapped the need for representatives to take ownership in the organization, be held responsible for doing their part, and be engaged during the meetings. This is all our organization and everyone is responsible for the results of this organization, by either their engagement or lack of engagement in the federation. NH BASS Federation Nation requested a meeting of the BOD of both organizations on 5/11/2006, for a 5/15/2006 meeting. I had work commitments which I couldn't reschedule so I wasn't able to attend. See New Business section for more on this topic. President's report: Rob was not able to attend the meeting. Youth Directors report: Ray was not able to attend the meeting. The JR Bassmasters held their first event on May 7th at Stumpfield. It was a tough day, with the cold and wind. The kids had a good time. The youth program for TBF / FLW is coming along slowly. They are in the process of hiring a youth director. In the meantime clubs can fulfill their youth event commitment by supporting the Jr Bassmasters events, supporting camp care free, or doing their own independent youth event. It's all about exposing kids to the sport of fishing. June 3rd is next Casting Kids Event at Gunstock Acres. Monadnock will be holding their casting kids event on June 10th at the Clark in Winchendon, MA. Legislative & Conservation Director, PVA Director, Tournament Director, State Team Rep, Committee Rep reports / updates: PVA Director Chris Cote - Chris was not present for the meeting, still needs boaters for the PVA event on Sept. 16th & 17th on Winnie. Currently only 6 boats committed from NH to support event. Legislative Director Dick Smith - See appendix F for a detailed report / update on specific bills. Dick talked how the legislative session is done for the summer now. The speed limit bill from Winnie to entire state was killed, critical this year to be extra courteous, and safe, especially on Winnie. Need to talk to our members to make sure we police ourselves; we don't want this bill to come back to life. Conservation Director Dick Smith - See appendix E for a detailed report / menu of potential projects. Dick talked the requirement for clubs to conduct a conservation project, and passed around a signup sheet so clubs can list what they plan on doing. OLD BUSINESS: Spring Open: The Spring Open was held on April 30th on Lake Winnipesaukee, tournament headquarters was at Ames Farm. 64 Teams competed in the event, 60 paid entries and raised about $1500 towards funding the State Team to participate at the Divisional Tournament on Champlain. See appendix D for a detailed report of the Spring Open. 7:58 PM break taken State Teams: The State Team has the option of fishing both the TBF/FLW Divisional and the BASS Nation Divisional. State Team members need to decide what they plan to fish. The state team has until June 1st to decide which divisional tournaments they choose to fish. This may open up additional opportunities for others to fish, if some of the state team members decided to only fish one of the divisionals. Those that do both will have to pay their own way for one, those added to fill the 12 man teams will need to pay their own way. Dues & Membership: David Duffy has spent a tremendous amount of time trying to keep the dues, and membership activities organized. Once clubs have FLW #'s for each of their club members they need to resubmit their rosters with the FLW #'s to David Duffy. To date we are at 17 clubs with 180 members that have paid NH Bass Federation State Dues & TBF National Dues. The NH Bass Federation collected / received $665 towards BASS Federation Nation National Dues. $615 was paid directly in December 2005 for 41 members from 4 clubs. 2 additional clubs paid directly to BASS dues for 15 members. This secured our NH Federation with 56 members from 6 clubs which was established to be a base federation in good standings. Another $400 was paid in May 2006 to BASS for national dues received from NH Hooksetters & Back Bay. In total $665 was collected, and $1,015 was paid for BASS Federation Nation National dues. This is a $350 difference. The majority of the difference comes from the $615 that was paid to secure 41 members, who have chosen to go with TBF vs BASS. These 41 members will receive benefits like bass times, etc. A few have reimbursed the federation for these dues paid, but several haven't and that's where the gap comes from. Communications: The club representatives were asked to provide some feedback on enhancing communications at the May meeting. There was no feedback provided from the representatives. Dan Morin offered to help Scott update and maintain our website if needed. NEW BUSINESS: NH BASS Federation Nation Request / Update: On May 11th the NH BASS Federation requested that a BOD meeting be held between the two organizations on May 15th. The topic for discussion was the division of assets. Dave Duffy was not able to attend the meeting because of work schedule conflicts, which he notified BASS Nation DOB's that he wasn't able to attend. Just before the meeting area flooding took place and the meeting ultimately didn't happen. A discussion of the topic was pursed at our state meeting. There were arguments raised both for and against division of assets. Club representatives were asked to discuss this topic with their clubs and provide feedback at the June meeting. A poll was taken to get a sense of where the representatives stood on the issue at the current time. The poll indicated that 9 of the 12 representatives present were strongly against any division and sharing of assets. Update Constitution and Bylaws: With the change in affiliation for 2006 from BASS to TBF/FLW, the constitution and bylaws for the NH Bass Federation needs to be updated to reflect these changes. It was discussed that a committee of 4 or 5 volunteers each take a piece of the current constitution and provide edits / changes. Then each volunteer would provide their changes to the next person in the chain, and so on until each person had an opportunity to provided feedback / changes on each article of the constitution. The suggested changes would be incorporated into an updated draft constitution, which would be presented to the representatives for feedback, discussion, final edits, and ratification of a new constitution. A volunteer sheet was passed around for anyone to sign up who was interested in participating in this committee. Volunteers need to be able to use Microsoft Word, and have access to email. The distribution and routing of documents for feedback would be done electronically via email. ADDITIONAL ITEMS: Elections to Reaffirm Board of Directors & Directors: A motion was put to floor to ask whether the representatives felt that we should reaffirm our directors, given all the changes that our organization has undergone. It's like an opportunity to start fresh, with everyone on the same page. After a small discussion a vote was called and it was determined that we didn't need to reaffirm directors, the representatives were happy with those who held the current positions, and entrusted them going forward with their current terms. TBF/FLW Logo: John Woodmanprovided the representatives with cards and pricing for screen printing or embroidering of the new TBF/FLW Logo for anyone interested. Thanks John.
